国外农业天气指数保险探索

近20 年来，在世界银行等国际机构的推动和支持下，几十个发展中国家实施了农业天气指数保险试点项目。本文比较系统地回顾了农业天气指数保险的产生以及在发展中国家试点的进展和现状。总体来看，农业天气指数保险完全不同于以往的保险产品和保险机制，是农业保险的一种创新。一方面，它减轻了传统农业保险存在的道德风险和逆选择问题，降低了农业保险的经营成本。另一方面，农业天气指数保险也存在基差风险，亦即投保农户在发生损失的情况下有可能得不到赔偿。这个问题是扩展农业天气指数保险的严重阻碍。
