Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems

This paper takes stock of real-world innovation systems to assess the usefulness of the innovation systems concept for guiding investments in agricultural technology development and economic growth. This paper seeks to assess the usefulness of the innovation systems concept in guiding investments to support the development of agricultural technology. To that end, it develops an operational agricultural innovation systems concept for the Bank’s client countries and collaborators. This paper does not challenge the importance of investing in science and technology capacity, which is well recognized in innovation systems theory. Rather it focuses on the additional insights and types of interventions that can be derived from an innovation systems perspective and that can influence the generation and use of science and technology for economic development.
